All Progressives Congress Presidential Campaign Council has begun moves to assemble a comprehensive inventory of Federal Government infrastructure projects across Nigeria, as the ruling party prepares to make infrastructure delivery a major plank of President Bola Tinubu’s 2027 re-election campaign.
Minister of Works and Deputy Director General, Infrastructure, Mobilisation and Sensitisation of the 2027 APC Presidential Campaign Council, Senator David Umahi, has directed his team to identify, document and compile projects being executed by federal ministries, departments and agencies across the six geopolitical zones.
The exercise will extend beyond projects under the Federal Ministry of Works to infrastructure investments being undertaken by other MDAs, effectively creating a nationwide project database that could form a key part of the administration’s performance record ahead of the 2027 elections.
Umahi gave the directive in Abuja at the inaugural meeting of members of the Office of the Deputy Director General, Infrastructure, Mobilisation and Sensitisation.
He said the assignment would involve Senior Special Assistants to the President on Community Engagement for the six geopolitical zones, who will serve as zonal coordinators, alongside other members of the office and its secretary.
The officials are expected to identify projects within their respective zones and document their location, scope and developmental impact.
Although the Ministry of Works accounts for a substantial share of the Federal Government’s infrastructure investments, Umahi said limiting the exercise to roads and bridges under the ministry would provide an incomplete picture of the Tinubu administration’s infrastructure footprint.
He therefore directed the team to capture projects implemented across other federal institutions to produce a broader account of government investments at sub-national, zonal and national levels.
The move signals an attempt by the APC campaign organisation to shift infrastructure communication from individual announcements by ministries and agencies to a coordinated, nationwide presentation of projects and their economic impact.
It could also enable the ruling party to present voters with projects specific to their states and geopolitical zones as the campaign for the 2027 presidential election gathers momentum.
Umahi said existing publicity activities of the Ministry of Works and the presidential aides on community engagement would continue, while his campaign office would provide a wider framework for coordinating information from other MDAs.
According to him, proper documentation is necessary to ensure that Nigerians have access to accurate information about infrastructure projects being implemented by the Federal Government.
He urged members of the team to work with a common purpose and ensure coordination in communicating the administration’s infrastructure programmes and their impact on communities.
“Infrastructure investment stimulates economic activities, connects communities, creates opportunities and supports the growth of other sectors of the economy,” Umahi said.
The minister also identified the Federal Government’s increasing adoption of continuous reinforced concrete pavement technology as one area where infrastructure policy could have wider economic implications.
He said greater use of concrete in road construction would reduce Nigeria’s dependence on imported bitumen and increase the utilisation of locally available materials, expertise and other domestic inputs.
According to him, the policy could consequently conserve foreign exchange, stimulate local economic activity and improve the durability of federal highways.
The Tinubu administration has increasingly promoted concrete pavement for major federal road projects, with the Works Ministry arguing that the technology offers longer service life and greater resistance to some of the conditions responsible for the rapid deterioration of highways.
Umahi said members of the new campaign structure must demonstrate professionalism, diligence and responsibility, stressing that the credibility of the infrastructure message would depend on accurate compilation and effective dissemination of project information.
The inauguration therefore places infrastructure delivery at the centre of the APC’s emerging 2027 campaign strategy, with the party preparing to translate roads, bridges and other federal investments into a measurable record of performance for voters across the country.
